Because I bet she is 13 and does not really know what she wants right now from a relationship. The other thing could be, is that she has someone else in her life and they are playing this game with her, and she does not want to be alone and she is playing this game with you.

MAY SHE ASKED YOU OUT, THEN SOMEONE SHE LIKED MORE CAME ALONG SO SHE BROKE UP WITH YOU FOR SOMEONE ELSE, BUT THAT DIDNT WORK OUT FOR SO SHE CAME BACK TO YOU KNOWING THAT YOU MAY TAKE HER BACK. YOU SHOULD TELL HER TO FOGET ABOUT IT AND MOVE ON.
