This is a great question!
When a breeze passes across the tip of the dog's nose, it tickles and the dog licks to stop the tickle. It can also be caused by seeing dust particles in the air.... like when there is bright sun in the house and you see the little specks..... the dog licks thinking he will catch them. I've also seen dogs bite at the particles.
Could be a tooth issue, something stuck in or on the nose, something stuck in his gums, Just check out when he tends to do this and try to eliminate other things.

My Boston did this for months! The vet said it might just be a neurotic behavior BUT one day I could not take it anymore so I pried open his mouth and looked around...sure enough he had something wedged up where his lip meets is gum. Every time he does this now I know to run my finger along his upper gum in front and I always find a little treasure of something or another! Hope that works for you!

Your dog is simply using it's Vomeronasal Organ (located in the top of it's mouth) to sort smells. A full 25% of a dogs ability to distinguish between smells is done using this organ.

I always thought they were being cute, but from recent experience it is because it is something that is getting on their nerves on eith their upper lip or nose. Try digging around between his gums and lips and you'll probably find some nice mushy piece of food that got stuck up there.

Dog will lick fresh air when they feel good, they are content or happy. they just stick their tongue in and out.

its more then likely licking its runny nose, just give it a lemsip that should do the trick
