I take it is the noise that is bothering you, or are you concerned about the person her self? If she isn't hurting anyone, then ignore her, but if your afraid she might cause you harm, then seek out someone in the mental care field and let them know. Do you know if she has family that you can talk to and explain how you feel?
There is definitely something not right about her, but if she isn't causing problems or harm to others, then there isn't much you or they can do.
It's a shame, but sometimes we have to over look the quirks of others and be thankful, that "for the love of God, there goes I"

i think she may have OCD (obbsessive complusive disorder) this is a frustrating habit and can cause heartbreaks to families. Imagine your that woman hovverring in the same spot 50 times day? Imagine thinking that you just need to clean that spot one more time just incase there is another germ lurking about?
I think you should talk to her maybe she is lonely?

It sounds like OCD (obsessive compulsive behavior). She can't help it. Try to be understanding if you do not want to talk to her. Maybe she is using her anti social behavior as a defense to hide her OCD.

My neighbour dries her hair all day long in her backyard. We cannot even enjoy a quiet summer afternoon in our own garden.
