Get a piece of sample carpet, and place it near to where he usually takes his food..Each time he puts the food where it doesn't belong, cheerfully take it away and put it where it does..You might start with giving him treats only on the sample carpeting.
As the piece will have a 'new carpet' smell, rub it lightly with someting that smells better..such as a *little* broth, butter or bacon grease..

The bowl may move around to much on a hard floor. Or like other have said, the location is bad. My dog won't drink out of a clear bowl. Sometimes they're funny that way. Just have patience and use the traing method that you choose consistently. These things can take time.
If only dogs could speak English!

This is normal for many breeds. Dont worry about it. If it really bothers you, put a mat under the food bowl that comes out about two feet and stay with him while he eats and encourage him to eat there. If problem continues, drop his kibble on the little rug a few pellets at a time. He will get it soon. Have patience. Do not yell at him for eating. It is harder to train a human than to train a dog.

A dog I trained had done this... drove it's owners crazy! lol
I had them take the oil from a can of tune and rub inside of the bottom of the dog dish with it. Then I had them put the food only a little at a time in the bowl. Dog went nuts for the smell of the tuna.... and learned to eat from the bowl.
Hope I helped and good luck!

Move his foodbowl. There is obviously something wrong with the location it's in. Too much foot traffic, too close to the garbage, a draft, something smells bad to him there, etc. Otherwise, I would say your dog is an omega, or on the low end of the pack. If your dog is not an alpha, they would get a bite and run with it in the wild, so that the alpha dogs wouldn't take it from him. They have to steal meat from the carcass and hide to eat it, could be what your dog is doing also. My best guess is the former though, something is wrong with the location. Look at it from the dogs view. Also, do YOU eat on the carpet? Do you eat in the living room on the carpet? If so, your dog could be emulating you, as they are pack animals.

Unfortunately I really don't think there is anything you can do to stop him. He obviously feels more comfortable eating this way. We have a dog that does the same thing and my sister has 2 dogs that do this also. It's just something they feel like doing I guess.

You could feed him in an enclosed area like a little yard, or feed him in a crate if this bothers you. My dog does the same thing but she cleans up her mess very well so it doesn't bother me.

Maybe you could get one of those carpet sample squares and allow him to eat there?
