It's Australia. You can tell because it's the +61 that matters. I've got a handy diary that has international dialling codes written in the back of it, but there's probably a website somewhere.

It is definately Australia, more specifically a mobile phone.
All Australian mobiles have the prefix 04, when dialling internationally, you drop the initial 0.
