As a guy, women throw all kind of clues, flirt with, etc. at us all of the time. With this day and age of lawsuits and sexual harassment, men are taught to not respond too aggressively. Plus we are a little dense sometimes and don't pick up on clues.
If it were me, I would be flattered if a very pretty woman would ask me out instead of always having to do the asking. What's the worst they can say, no. Last time I looked, no one died or got hurt because of a little embarrassment.

FlaChic has it right. Believe it or not, not all guys are sexual predators. Some guys really would prefer to take their time with a woman and allow a relationship to develop naturally. If that sounds boring to you, move on now. If you spend time on him, in hopes of "winning him", you'll be disappointed in the long run.

You could try one more thing which is be cool around him. Don't try too hard or throw yourself at him, you might be building up his self-confidence and making him feel like he has you interested without putting any effort into it. Playing hard to get with random flirtation might get him interested. If not, then it's time to move on. Good luck!

You're being too desperate. He knows he has the control because you're throwing yourself at him all the time. He won't respond if you're not a little bit of a challenge for him. It's all about the thrill of the hunt and chase.

Please do not throw yourself at him. It often comes off as a desperation tactic. Personally, if a girl throws herself at me and is overly aggressive, I get the feeling that she does that to most guys.
I'm sure he's gotten the hint by now. So, sit back for awhile, and see if he comes to you.
