A former friend stole my credit card and charged stuff to my card. I prosecuted her and she was told to pay me $10,000 in restitution. She never paid a dime, instead she fled from Pennsylvania to Oregon. I contacted authorities there who pretty much said I am screwed because her crime was not serious enough for Pennslyvania to extradite her. Is there anything I can do or am I really screwed?

yes, even with a warrant, if the arresting jurisdiction is not willing to pay for her to be brought back, the warrant will stay active hoping she will get back into that area latter.
