That is usually only in Hawaii, the 50th State that they are called 5-0. and it refers to the Hawaiian State Police. If it is being used as slang elsewhere( I haven't heard it used in West Michigan) then it is probably a reference to the old TV Cop Show Hawaii 5-0 a 70's series. Book 'em Danno, Murder One,
