Cut him some slack. He's putting his apartment together. I'm sure once you move we'll be seeing a question on Y!A about the noise you're making from your new neighbor.

Get help from your doctor about your anxiety.

This new guy does not know you, has nothing against you, and his decorating is not being done to irritate you.

Until 11 p.m. most jurisdictions in the Western world allow a reasonable amount of noise. So you have to talk to the superintendent to see if the landlord has a no-noise-after x-hours policy. If there can be no loud noise after 6 pm, the super can inform the new tenant - who would not know in any case - that he can't do that work at that time.

AS FOR YOUR FEELINGS: you sound extremely stressed and tired. I know what it's like to have a bad neighbour, a thoughtless, crazy neighbour who gets up at 3 am and walks around endlessly in hard soled shoes. Your neighbour does not sound like that. I am sure the super will be helpful as far as the situation goes.

But for yourself, you will need extra help to calm yourself, to realize that the noise is not directed at you, and that there are NON-THREATENING ways of resolving problems of this nature.

Talk to your doctor; talk to the superintendent/landlord; take some breathing and calming exercises and focus on finding yourself a more pleasant apartment.

Good luck to you.

Wow. You really think that he thinks about you a lot. He doesn't. Either move and let it go because he is not doing it on purpose or call the management office and report the noise. Besides, 8:40pm is not late. If he was doing it past 11pm then you would have something.

Get over it.

Here in the US, most cities have "noise ordinances" regarding when you can and cannot cause noise and/or disruption to others. In my city, it's 7am to 7 pm, anything before or after is off limits and prosecutable.
Also, as a landlord, I have written into my rental agreements noise covenants. As a tenant, you have the right to enjoy your living space "unmolested" by others, whether its bad habits or noise, etc. within reasonable limits.
Look into your city ordinances and get info first, then call your landlord armed with the law.
And if all else fails, ring his bell and leave a flaming bag of dog crap and RUN!

I phone what we call the council where they send people out to listen to the noise and they can issue a warning to them that puts the fear up them here cause then they can get taking to court. failing that call the police that's what they get payed for

Call your apartment manager or super and let them know the constant drilling is disturbing the peace. Also, until you move, if he's doing it at a set time, try and leave the house and go for a walk for a bit.

See how long he keeps working...you could tell him that you don't want to complain..but it is keeping you awake and you were wondering how much longer he was going to be decorating? If he is cool...he will try to be nice..if not...tell the landlord...Good luck..and put on some headphones!!!

Go over there when he's making noise that late and tell him to shut the hell up. Does your building have a time when people are supposed to be quiet? Use that. Or call the police I guess.

Just talk to the guy. Tell him that you have sleeping problems, and that you need him to keep it down after 6pm or whatever time you want him to stop. If you talk to him, he will be more open to being quiet. If you do nothing, it will only hurt you.

Have a drink and stop being paranoid.

You could also go ask him to not be doing that stuff at this time, even though it's not that late.
