You would need to contact either the magistrate's office in the county you believe you might have a warrant in or that local police/sheriff's department. There is no website that would show outstanding warrants on people because you are considered innocent until proven guilty. If you are convicted, however, then your convictions will be in the county website.

There is not. The reasons are because of confidentiality, as if you can access it so can everyone else. I have heard recently that on the black market for about £500 you can get yours or someone elses criminal record. A bit worrying.

In the UK we also have The Freedom of Information Act which mean you can access most of your files and data held about you. There are strict pre cauctions in place and forms before they let you see what your data and any written files say about you, but they cannot hold back anything unless is may cause a danger to do so.
