Only as long as they remain free from freezer burn. After that they taste horrid. 9 months should be plenty long before cooking them.
Use vacuum bagging if longer time is needed.

If it is in vacuum sealer bags, you could keep fish fresh in the freezer up to two years according the manufacturer of Food Saver bags. I typically eat it within six months.
If you do not have a vacuum sealer, make sure to put enough water in the bags. This will keep the air of the meat reducing freezer burn.

I do taxidermy and the ideal time to keep them frozen is between 6-18 months, however the fins tend to split the longer you keep them in the freezer.

If you use a vacuum sealer they will taste fresh over a year old. No need to keep more than you can eat in a years time.
