Ok, so my dog is a jack russel terrier and she keeps running away. At first she started to slip out of her collar, so we got her a harness. My other dog who is a puppy likes to play and continually pulls on the harness, either making it tighter or allowing her to slip out of it. The harness is rubbing aganist her and making the skin under it raw and irritated. The only reason we use it is so that she still has her collar if she runs away, it's not really doing it's job. She has got away several times in the past couple of months, almost losing her for good the last time. We don't know what to do because our area doesn't allow fences and she has to go outside sometime! We are currently using 2 15 or 20 foot long lines to let our dogs outside but clearly we need another method! Please give any advice you have on the situation!

Martingale collar. All five of mine wear them and I suggest to everyone that adopts a dog to get this. It pulls tug but won't choke like the chains.
Greyhound rescue has used these for years.

Walk her on leash all the time, no unsupervised outdoor time. Get her microchipped....that way you have a much better chance of getting her back if she does get away and picked up.
Also, consider a "play yard" for dogs. That will give her a confined area to play in, and you won't be violating the "no fence" policy....
I have never heard of a place that doesn't allow a fence....Interesting.
Also, is she fixed? Getting her spayed may lessen her urge to get away and run. You can purchase a spay certificate for $75 from www.friendsofanimals.org
Consider a martingale collar...like the ones used on greyhounds. You can find them at Petsmart, and they are much harder for the dog to get out of, because of they way they work.

I agree with Milly T. A kennal is NOT a fence and it will keep her home. Also, harnesses are ment for walking or training. Not for permanent use on a chain. That is why it is rubbing her raw, she moves too much on normal outside time for what the harness is ment for. Again, try the kennal. It will work at keeping her home and your other puppy can go inside with her and still play.

Then only take her out if you are walking her on a leash. Otherwise she should be kept indoors. I think this is the only solution that will work for you. And get rid of the harness that is rubbing her skin raw, get a better neck collar that she can't slip out of when you take her for walks. Is she spayed? If not, then think about getting her spayed, dogs who are spayed or neutered tend to stay closer to home than those who are not.

You need to walk your dogs every day they need the exercise. Maybe get a treadmill so they can run on that. If their tired you can train them to do what you want them to do. You can also get a invisible fence and shock collars so they will learn to stay with in the perimeter that you set up for them. You still need to exercise them. Dogs need to be stimulated. I hope you find something that works for you.

My advise is either a dog kennel, or a buried electric fence.
Also, don't leave them outside unattended. If your dogs have a notion to always run off, make sure they are only out long enough to do their business.

Try taking her to a dog park so she can burn off some of that energy in a fenced in area.

Get her a smaller collar. Also get a dog kennel it's not a fence and it should keep them in.

JR's correct - it's almost impossible to slip a properly fit martengale. THE RINGS SHOULD NOT QUITE TOUCH whne it's pulled tight.
