No, children do not stay in Barracks. Some bases have Base Housing, some have off-base housing, and some require the families to find their own housing.
If, on the RARE condition, both parents are stationed in the USA and deployed at the same time, they must have a contingency caregiver arrangement, which the Military will assist in and must approve, in the event family members are unsuitable.
In a worst case scenario, when both parents are deployed, and there are no available acceptable caregivers, the children may end up in a boarding school.
Does any other country allow children who are not in the military to live in barracks?

If both parents are Active Duty or even Reserves, there is the chance that both parents may be called for Training or Deployment at the same time. This is why ALL Servicepersonnel MUST have a Family Care Plan in place....

Married Servicemembers are required to live in Military Family Housing (or on the economy), totally different than Barracks or BEQs. If the family is dual military, then children must be supervised by the Long Term care giver, and most times this person Is NOT allowed to live in Housing(unless otherwise eligible in their own right).

no, the kids parents aren't usually both gone at the same time, they live in normal towns, its just that some live on bases
