A significant number of research studies support claims that soy consumption can help you lose weight. Soy protein is a low-fat source of high-quality protein (compared to many other protein sources) that can help you build lean muscle mass. When combined with exercise and a healthy diet, soy protein makes an excellent “partner” in a successful weight loss plan.

Recent medical studies show soy protein helps you feel less hungry, and helps you feel fuller longer(1). Eating soy may work by causing your stomach to send an “I’m full” messages to your brain(2). This helps reduce the urge to snack between meals and late at night - two major causes of weight gain.

Not only is soy protein low in carbs and fat, but it also has a low-glycemic index which means it won't cause a rapid rise in blood sugar levels after consumption(3). This prevents over secretion of insulin (insulin causes the unwanted effect of storing extra sugar in your bloodstream as body fat). Stable blood sugar and insulin levels mean fewer hunger cravings and fewer calories being stored as fat.

I can only say in my own experience, I'm a new vegetarian but have been on a weight loss regime (weight watchers) for over a year. I started eating vegetarian the first week of August and have included a smoothie with soy milk, and tofu about twice a month. I've lost 15 pounds in that period. So I don't personally believe it slows the metabolism...I've been very busy during this same period and my exercise routine has actually decreased and I've still lost weight.
There could be a few issues though...first...consumption. I find it's really easy to overeat/drink soy, as the serving sizes seem fairly light. There have been studies saying soy can affect estrogen as well, so it might be a more female issue (although, of course, women worldwide have soy in their diets so I doubt it's a dangerous issue.) If you're a lacto/ovo vegetarian and need protein, the lacto/ovo part covers it. If you a vegan, try incorporating nutritional yeast as well as beans into your diet; both are good sources of protien.
