Contact both MSN and the FBI for what to do.
Local police if they have an internet crimes division (usually only in larger cities) may still be able to help. even if the Hacker is in another jurisdiction, they will know who to contact in the other jurisdiction.
If it was really as simple as being in a different jurisdiction to avoid persecution by police then why would they even bother to have a division at all. It's called Interservice cooperation people.

I am thinking the best and only way is to forward that information to the MSN support. Calling the local police won't do you any good, unfortunately as the hacker could be in another country.

Try the police online crimes division. If they are not interested you might try posting the hacker's info on various blogs to see if others might know more creative ways of kicking his ***....
