Mexico is a virtual vassal state of the USA. The USA exploits the Mexican government who in turn exploits the people - Corporations are in the thick of it but the king pin boss and therefore chief 'exploiter' is the USA.

Does not your question say the answer is the Mexican government?
You ask if the Mexican government directly (treating the population poorly) or the Mexican government indirectly (by allowing corporations to treat Mexican citizens poorly) is more exploitive. The bottom line is the Mexican government.

Mexico-as they don't look after their own. Than our greedy government (including corporations)for taking advantage. Greed, selfishness are the cause.

i dont see lax immigration enforcement which effectively enables millions of mexicans to improve their life and live in the US as exploitation.

both, the goverment for paying them low salaries, and the companies doing the same, and only the goverment gets the most of it! thats how corruption fukcs everyone up in mexico, including me!
