As you rightly said confidence is the key. But again you have to come out of your shell. The first pre-requisite is to know the language. Then start speaking in your friend circle, even when no body speaks in English (but understand). You can form a circle wherein you decide to speak in English only. Sometimes you fail to continue in English during your speech, never mind speak in Hindi or your mother tongue. Suely and certainly by the passage of time you would come out of it.
Second aspect is the vocabulary. To enrich you should listen to the English news (Indian news channels only since the foreign channels speak in a different accent which is hard to decipher), go through English News papers with a dictionary with you (I find Hindustan Times to be comapritively more comfortable) and write few pages in English (say do grammer, translation Hindi to English and/or English to Hindi).
You can seek advice of your teachers/bosses on frequent basis.

Since you do not want some courses to be named here, but I still stress to go for some correspondence course. These fellows are adept in and know the various problems being faced by non-English speaking fellows. Choice is yours.

Listen to the English news on some good national TV Channel. Improve your vocabulary by reading English newspapers and good magazines regularly. And start speaking in English without hesitation or fear of mistakes and at appropriate time and place.

From what I can tell by reading this, it looks like you already speak English better than a lot of people I know. Keep it up and your confidence will get better!

Watch a lot of American television. Pay very close attention to the way they pronounce the words and the syntax that they use. During the commercial breaks practice saying some of the lines out loud that they used in the show.

Your question is a question of millions of young people who are striving hard to speak fluently. I shall like to tell you few tips:

1. See how small children learn to speak. They first listen to his mother and then they try to speak. So the first thing is to listen. Try to carefully listen as much as you can. Listen to TV news, listen to people speaking in their interviews, listen /view movies with menu, mean spoken is seen written on bottom of screen.

2. Go through nice books, like small story books, learn all useful words such as call on, call off, and all tenses, direct indirect narration, etc. Go through newspaper. Take up a reporting of some unusual incident and see how reporting has been done.

3. Talk to helpline people in free to know something about mobile, etc. You can get helpline numbers on net. They are almost free to talk. Just discuss.

4. Increase your world power. Find out daytoay words and just learn them. This is a must.

5. Write letters to Editors of news papers on some general issues and public amenities. See how the Editors have edited your letter.

And ask anyone freely if you do not understand any thing. Many of us love to tell such things.

Best of luck to you.
