A multi meter performs a lot of tasks. It can measure resistance, AC voltage. DC Voltage, Current, etc. It depends on what task you are trying to accomplish and how you have your meter set.

How? Well since they do a multitude of things it depends on what you want to measure. Voltage AC/DC current AC/DC resistance. All with in ranges depending on the $ you have invested (cheaper ones not as much as the more expensive).
