Go to your nearest security specialist supplier (cctv specialists) who will be confidential with your enquiry.
They will have equipment for doing 'sweeps' which is a regular service that is performed at most foreign embassies. You can ask for a one-off sweep (which will you will be charged for, obviously) or, if you think this may be an ongoing problem, buy some 'detection' equipment for bugging devices and do a check every week.
Then, and only then, check with your phone provider, report the problem, they are duty bound to do something about it.
Consider installing a secret camera at your doors if you think there is a security issue with your neighbour. This will be easier than confronting them - then, if something does happen, you have evidence to present to the police for a chargeable offence.

It is illegal as hell to tape or record anyone without their permission. Do you have a party phone line? Sometimes more than one household will share a line, and not necessarily the same house. Back in the 80's we had a 4-party line. Very crowded and annoying!. Check with your phone co. They can also tell you if there has been a tap put on your line. What kind of pervert do you live by? I would consider moving as the extreme option.

Talk to your phone provider and tell them! My phone did the same when I lived in an apartment! Or sometimes it could be the cordless phones! Call your phone provider first and see what they can do for u, also if he has the same company it could be the wires in the telephone boxes,(that was my problem). Than if they cant fix it, request a new number from them. Than if you can still hear other conversations from the same person, than yeah I would report it to the police. But remember first with your phone provider.

You've got the same brand of hands free set and the base stations are on the opposite sides of the same wall. Change the phone and talk quieter, or use you mobile more, or make a call to a friend that says you have the money to have your neighbour bumped off if he does one more thing to annoy you....

if his cctv is aimed at your house or garden it is envading your privacy, and you should take pictures of it and get the police to move it. "this applies to the UK only"
some cctv cameras have really good microphones so it could be that, if you suspect the phones are cross talking then try to listen to his calls when he is on... it will work both ways.
the only other way i can think that he knows what you have been saying to the neighbors is that they have told him themselves!

First thing you need to do is find out from your phone provider to see if you have a fault on your line. If there is no fault then I would phone the police and tell them whats been happening.

this has happened to me before not the CCTV thing but phone swap when it happened to me it was because we both Had the same mobile house phones and the service got crossed
