What is the percentage per child that a father should pay in childsupport? Also what is the cost for filing custody papers in the state of texas? Are there any attorneys online right now in Dallas that would be willing to file this and be paid after the state stops the garnishing of father's wages being sent to the mother who has not had the child for the last year?

In Texas the amount of support for 1 child is 20% of net income which is defined as income after social security, income taxes (state and federal), union dues and any health insurance payments which cover the child.

See Texas statutes 154.125. Go to this page scroll down to Child Support (Section 154) click on 154 a new list will appear scroll down to 154.125 and click on that link:

Child support under Kentucky law is determined in a very complicated manner according to this statute: (see page 3)

It is unlikely that you will find an attorney who will take your case without any retainer (initial fee). However, some attorneys may be willing to take monthly payments, but that is not the usual situation, so you may not be able to find someone who will do it for you.

Good luck

You can talk to an attorney for free through legal aid. In texas, 25% of the paying parent's income goes toward the first child's support and an addition 5% for every child other than that one.
