I get an I/O error while burning a DVD after encoding while DVD decrypter is burning and the DVD goes waste.
Is this a problem with my blank media or the ripped file?

It can be both. I've had a whole spindle of dvds let me down one by one....on the other hand, if you encoded a dvd that had scratch, it would then cause it to fail whilst transferring it on to blank dvd.

Best thing to do is to either re-rip the original, or try a different one. This way it'll prove whether it's the dvds or the encoding.
