Personally, I feel that Belize should focus and market itself as being in the Caribbean. Doing so would have more of a 'draw' of SCUBA enthusiasts, their families and friends. And that is a HUGE market to be had.

Not sure I understand the question, frankly; Belize _IS_ in Central America, being part of the isthmus of land linking North and South America. Officially, the Carribbean is an island group, so Belize cannot be considered a part of it, even though it borders the Carribbean Sea. Politically, however, it is part of the Carribbean Community (CARICOM) because of its close geographical ties to the islands, along with several South American nations. Culturally, again because of its proximity to the islands, it is both Central American and Carribbean, since people the region immigrate back and forth freely.

I guess my question would be why you think they should "focus" on being one or the other, and in what way? I don't know that the Central American countries have a fundamentally different philosophy or culture from the Carribbean ones, or that their governments are really that diametrically opposed to one another -- I can't see Jamaica invading Grenada any time soon, in other words.

From my study of the Belize customs regulations their standard of living is being hurt by high duties. Better links with Mexico, e.g., allowing import of groceries, fuel, appliances, etc. could help protect them from Guatemala. A train to Cancun could work wonders for tourism, aquatic and otherwise, in the region.
