I guess you would do that by saying to the world "I love this person" and then by saying (again to the world) "No, hang on, it was all a mistake."
I'm guessing you are on the receiving end of such conduct, however, and so your question actually means is "What sort of person would do this?"
Well the answer is quite simple, either the world's most indecisive person or the world's biggest bastard or a combination of two. Either way, and as painful as it may seem now, you're well out of it.

Well, its human nature.
People do it everyday, without a code of loyalty and ethics.
But a friend who ceases to be a friend was never a friend in the first place.
Is it a mood swing? lol
what made that person change their mind?
I wonder.

You can do it,if you don^t mean it...you didn^t give details at all abou what happened,write more and I will tell you more...
If a guy did that to you,telling everybody he loves you,then he wanted just to impress you,maybe to get him in his bed...and if it didn^t go the way he wanted it,he took it back because,there was no interess anymore...
well maybe I am wrong ,if so,write more about it.
