Yes, a person can apply for financial aid before accepted to a college. I recommend applying early for private scholarships because they may have a different deadline than a college or university. You apply for financial aid at the same time you apply for admission. The financial aid department needs time to put it all together, so they get the information they need from the admissions office, and process it so they can send you your award package at the same time you are sent your offer of admission. That way, you know whether you can afford to accept.

Anyone who says you apply for financial aid after you get admitted must think you have enough stashed away to accept a school's offer of admission without regard to how you will pay for it. That doesn't make any sense.

You can do it either way. You should probably start before you are accepted though. You don't need to be accepted to a university or college in order to start applying for financial aid. You need to be sure you fill out a FASFA and also look at www.fastweb.com for millions of scholarships.

you don't need a fafsa form if you live in canada.
some places in canada you can apply for financial aid and not be accepted to any post secondary institution. they will give you money once you prove with documents from the school that you are attending. usually this happens the first week you start school.

You can go to the FAFSA.gov website and fill out the application. You can do it now or after you are accepted. There will be a place you fill in which schools that you want the information sent.
