You may need to reprogram your remotes. your owners manual tells you how. You'll need to program all existing remotes at the same time, as reprograming one will knock out the codes on any others not present.
It is an easy process & doesn't require any tools & costs nothing.
If you dont have an owners manual you can download one for free from http://ford.com
If the horn doesn't work at all .....then you may have another problem & you need to address that one ASAP.
The horn is a SAFETY issue.
Let me know if I can help u further.

It is called keyless entry. It has some alarm features but not a full blown alarm system. It will sound the alarm if someone break into your car. If you want the horm to beep after locking all doors then press the lock button twice. For the second test. Roll down the window, stand outside of the car and use the remote to lock it. Now reach in pull the lock pin and open the car. The car will assume that someone broke the glass to get in and sounds the alarm.
I don't think anyone would want to steal your Taurus but go ahead and get a steering wheel lock for peace of mind.

Check your fuses first, it may be a horn relay or the horn its self. Try using the horn and see if it works, if it does then check the fuses.

the horn will only beep if you hit the button to lock it twice... You should be able to hit it pretty quick to see...
If the horn still don't blow, try to blow the horn on the pad (steering wheel).. no blow? probable Horn problem .. blows only with steering wheel? issues with module....

i agree with willy. no one is interested in stealing a ford taurus. but unfortunatley if you really wnat to fix it you might need to take it to a dealership and get it reprogrammed. now-a-days them ripp off artists called automakers have everything rigged so you have to pay them to fix somethings taht should need to be. they actually program things to have to be reprogrammed.
