i personally like to be told by a woman that she loves me (unfortunetly dont hear it often enough) but theres a knack to doing it without seeming needy, personally a quick peck on the lips followed by I Love You works for us blokes, we dont like it when women go into a big talk about how much they love us - we get uneasy.

I would suggest that your sister tell that guy how great is it to be together with him and stuff like that then ask him directly "I was wondering, would you like to become my boyfriend?"
