If you are worried about this and it happens on a regular basis you can always find out who the manager of the bar is and report the bartender directly to tem...in other words, go over their heads but stay within the establishment and let the manager of the place deal with that particular bartender. If it is the habit of ALL the bartenders to continue to serve obviously intoxicated patrons then you can report the bar to the food and beverage commission. If a bartender serves someone that is obviously intoxicated and that person leaves the bar and then gets in anaccident legally it will be the bar's fault, so most managers will not put up with that kind of service.

If they're not serving minors, they probably feel the responsibility should be on the adult to know when he/she has had too much. It may just be for tips, but I don't know that I'd want to find some p!ssed off drunk leaning on my car, waiting for me, when I get off work.
Yes, too much alcohol can be dangerous in many ways. If you feel there is a genuine problem you can report it to your local law enforcement agency. In these SADD, MADD, Stop DWI days, they might be willing to look into it and cite, or fine the bartender or establishment.

Yes you can report it, however the police may not be able to do anything about it unless they actually see it occur. At least if you speak up they will know where to look.
And to those who are bitchin that the rest of us should mind our own business:
When you are home and drunk it's your business
When you are drunk in public and putting people in danger it becomes every ones business.
So you see, we are minding our own business.
If you don't want to make it our business stay home and get drunk there.
If you're going to shout in the middle of a crowd it makes no sense claim everyone is eavesdropping.

Why would you not report a criminal activity? Why would you call that being a "rat?" Yes, report it to the police. You can do that anonymously, and they can check it out. The police can't fight crime without help from good citizens. If you look the other way when crimes are committed, you are part of the problem.

I have worked in many restaurants, and we were always told to cut people off when they have had too much. Also, if someone came into the place drunk we couldn't serve them more. In our state (VA), the bar/restaurant is responsible for serving the person too much if they get into an accident or something. You can probably call your state licensing board if you are really concerned.
