Generally speaking, you can say the answer is all 3...
Traffic violations are State & County not Federal Mandates...

Maybe if you were busted for all 3. Most states have a point system. So, if you get a certain number of points in a year you lose your license automatically.
If you were convicted on all 3 counts at the same time I would imagine in VA you would have exceeded the point maximum and lose your license.
This has nothing to do with the court. The department of Motor Vehicles monitors your points and will suspend your license.

a) I have had cars in my brother's name and nothing happenes
b) I have gone over 5-10 miles and got a ticket
c) I also got a ticket because I didn't have a carseat at the time I was stopped
I think if you do it again and again there could be a possibility but if it's like the first time no

If the word mandatory is removed, then all three apply. The arresting officer can take your license at his discretion. If you litter, the arresting officer can take your license at his discretion. The officer can do as he wishes, especially if you give any him any excuse.
