In Chinese, "您煩人" means "You are annoying". A better way to say "You are boring" would be "你很無聊" or "你很無趣". And sometimes we'd add the interjection  to emphasize, in this case, that someone is really boring i.e. "你很無聊!" means "You are so boring!"
