Yes. Yllas (pronounced Uhlas) in the winter is great. The ski/ snowboard intructors speak excellent English and are great. The place looks like Narnia and there's just enough to do. There's a well stocked town supermarket and a couple of good ski slopes. You can do visits to Santa's house, see husky pups and take reindeer sledge rides. For adults, there's also stuff like cross country skiing and snowmobile hire. It's not too expensive most of the time - but if you go over the Christmas period then the prices rocket and go silly. It's cold - obviously; -15 to -25 celsius but it's dry air and hardly any wind, so it doesn't feel that bad at all; you can walk around comfortably in ski jacket and trousers. I don't have kids, but there were loads there when I went and they all seemed to be pitching into the snow activities/ Santa related stuff with enthusiasm.

Lapland is the northernmost province of FINLAND. Finnish couple I know used to go there every other year with their kids, to visit Father Christmas around x-mas time. Supposed to be magical! Added a link to give you an idea, but I'm sure you'll find something cheaper!

There's the actual Santa Claus christmas village, with a real Santa, on a real sleigh, pulled by Reindeer.
The only thing thats not real, is the toy workshop's manned by humans, not elves.
