the ulnar nerve is a nerve bundle that wraps around the outside of your elbow and feels sensations on your pinky and the pinky-side of your ring finger. when you bang your elbow, you compress your ulnar nerve hard against the bone in your elbow, and the electrical tingling feeling is your nerve's response to the injury.
here's a fun trick, next time it happens, rub the pinky and middle finger sides of your ring finger. the pinky side will tingle and the middle side will feel normal. the radial nerve takes sensations in from the thumb, index, middle fingers, and the other half of the ring finger.

Our sense of touch and feeling is conveyed though the nervous system to the brain by the use of ELECTRICAL IMPULSES. There are many nerves and synapses in the elbow region. When you hit that the pain is sent back to the brain in a much larger than normal static charge.

I've had bulimia, depression and anxiety but i take pills for them now, it can get like that if not treated properly. If you're in a teen state of mind then it's normal but you should consider seeing someone anyways Most teens that expierence it will grow out of it but some don't and it gets really bad. It can also run in families. My mom, two sisters and brother have all been depressed.

Nothing to do with electrocution - it's because there is a nerve there that you hit.
