Scales and arpeggios are at the heart of everything. Work them with a metronome so that you can force a little improvement by kicking it up a notch and measure your improvement over time by keeping track of the metronome markings that you are capable of playing at over time. ALWAYS PLAY AT A SPEED THAT YOU CAN PLAY ACCURATELY! Practice doesn't make perfect unless it is perfect practice. Good luck!

The secret to increase the technical abilities on any instrument is PLAY LONG, PLAY HARD. Take a song you think it's hard, it's over your normal abilitites, be stubborn and work on it until you can do it slow, than faster, faster, until it's way too fast than it should be. Then repeat the procedure with another song and so on.
So the main factor is how much time you spend practicing, but the second one is this: you will never increase your abilities if you don't take a new challenge, a song that is too hard for you.
