You share the living space. You made this deal a long time ago when you chose to move in together. You need to stick by it, if you cannot agree then you have to agree to not agree.
Something that actually affects your roomates health should be a little more important to you, even if it is just allergies. If you cannot take the dog I am sure your brother will find someone who can.
Why try to force your roomate to make this kind of compromise? It is really unfair of you to ask this of him.

If I wanted to own my own pet and had a roommate that was against it I'd simply move somewhere else where I could have a pet.
But if I had a roommate who was allergic to animals and somebody asked me to host their pet for a while, I would be considerate of my rommate and simply say I can't let the pet stay with me. If nobody else could host the pet and the owner was someone close to me I'd offer to stay at their house or stop by there daily while they're gone to take care of the pet, but I would NOT insist on having the pet in my home where it would cause my roommate problems. That would be incredibly inconsiderate.

If your roommate has a severe allergic reaction to pet hair then it might be wise to leave things as they are but if it is only a sneezing fit or two that he has and after all it is only a week .. offer to buy him him allergy pills in return for you being able to help your brother out ..
Clartin works wonders for all types of allergies and is an over the counter med now a days ...
Surely he can see if the pets stay is important or not

give in. sorry, but as much as i want you to dog sit, i know you wouldn't want to be on his side of the fence. at bare minimum, he would have to take a couple weeks' worth of medicines--because the leftover hair and dander would continue to make him sick--and at worst, your roommate could go into shock and die. please be caring, it's really the right thing to do.
