Read the purpose driven Church, by Rick warren. This book tells about the true mission of the Church and the Biblical facts of how a Church should be driven.

Jesus is the center, the Pastor is the administrator and teacher, the leader of the Church. The people are the ministers, each should have a ministry which uses their spiritual gifts. As you bring in new people make sure they understand the principles (and the Bible verses which back them up).

I helped to start a Church and we used the Bible and this book for everything including bylaws, membership requirements and incorporation documents.

Using these concepts you will grow, because God will see that your efforts are multiplied. People will see that God is the center, the power in the Church is his, man serves him and not himself.
