It depends on the circumstances. Basically during fasting month (Ramadhan), muslims are encouraged to do "ibadah". You can find the answer by asking yourself whether playing instrument like saxophone is "ibadah" or not. If it is for the purpose of "nasyid", then it can become "sunat" or "mubah/harus". But if it is not for the purpose of "ibadah" it may be "haram", "makruh" or at best "mubah/harus".

No. As a muslim you are not allowed play even any music except certain like a tabla or drum.
But in fasting month, you must fulfill your time in amal maaruf nahi munkar.
Do a lot of zikrullah, go to mosque, recite quran and do lot of sunnah amal.
Ask your ustaz for best answers.

In muslim countries during Ramadan music festivals will be stopped and clubs will be closed, bars as well...
Pain and suffer for non muslims in Dubai, huh?
Physically muslim can play an instrument, but for sure during Ramadan he will not do it.
Instead he will read Quran and pray..
