What I also find irksome, is when a car pulls on the side of the road and empties ashtrays and rubbish onto the kerb and then drives off again! Suitable punishment - to have their licence to drive withdrawn or vehicle impounded until a suitable fine is paid in full, which actually covers all expenses even time for clearing the rubbish up and court charges, if necessary.

Litter picking and a hefty fine. I'm a big fan of on the spot speeding type fines for this kind of petty offecne. Hitting people in the wallet seems to be a good deterrent, so on the spot fines work well for maximising gain and minimising time/financial expense for the judicial system.

name and shame them make them pick litter up on the high street with a coloured jacket with litter lout on it so every body knows who they are and what they have done so people can ridicule them
