You're his inspiration. He may be too sensitive to get into a relationship. He admires you as his inspiration but at the same time he is afraid of actually making you his gf. Until he rids himself of this feeling let him write songs, and you enjoy the attention.

He's being honest and not ready for a relationship as he told you.
His songs are of dreams and not entirely based on reality, right? If he'll let you, ask him to see the songs. Your a muse for him. Maybe he'll be ready for a relationship in time.
