Make it a job to practice. If he wanted to learn astronomy, or martial arts, or auto repair, he has to put in the effort to try to learn.
Rejection? Tell him to get used to it. He isn't right for every girl, and not every girl is going to be right for him. Simply take him out to places where he can meet women. Then challenge him to go up and talk to women. Play wingman. If you can get a female wingman, that's even better, as it shows women that he can get along with women.
Once he's comfortable talking to new women, encourage him to start asking them out. Just getting over the hump is the most important thing. Force him to keep asking through rejection, and hell, let him date women he's totally not interested in. Just get him dating. In fact, it's best he NOT ask out women he potentially has some awful crush or unrequited love because he's bound to not be comfortable around them, which isn't a good formula ever. Probably the single most important thing is to force him to talk to women and ask him out. He's a guy, so this should be easy enough. Just shame him into it. Alcohol helps too. Make a deal, make a bet. Like say you both have to go home with a girl's phone number that night. Go first. Then make him try. And keep trying. If he tries to wuss out, then he's a oathbreaker or whatever, and most men would rather muster the courage to ask a chick out rather than wuss out on a promise/bet.

A lot of girls might dig that he's a virgin. You might just have to tell him if he doesn't want to be Andy from the 40 year old virgin he's going to have to get over the fact that he might say something stupid. Everybody says stupid things, tell him he'll recover from it like everyone else. The longer he puts it off the more anxious he'll become about it. Hope this helped...
