Take her to Monterey and Carmel, just stay in a hotel out of town to save money. But, take her for a drive through 17 mile drive and watch the sun set on the beach.

A number of the suggestions are great... Paris would be wonderful. I've been there many times and I think it's probably the most romantic city in the world. However, that would NOT be a "budget-minded" place to go, especially given how poorly the US Dollar is doing against most foreign currencies (including the Euro).
San Francisco could rightly be thought of as the Paris of North America, not because the two places look at all similar, but because as cities go, San Francisco has got to be just about the most romantic city in the US. The setting is remarkable, and there's nothing quite like seeing those banks of fog roll in. Like Paris, San Francisco is large and diverse enough to be extremely interesting, but it's also highly pedestrian, with many different districts that are best explored on foot.
Cancun (assuming that's what they meant) is extremely nice, and the beach there is hard to beat if "romantic" to you brings up images of warm tropical temperatures and beautiful ocean water. You can get very reasonable air and hotel packages for a week down there. If you chose something like that, make sure to visit the El Centro part of Cancun, which is great but has a much more authentic Mexican feel to it. You can easily get there on the inexpensive buses that run along the route through the hotel zone. A GREAT thing do to is to rent a car for a day and drive around the the interior parts of Yucatan, taking in some of the ancient ruins... but you'll want to have a bit of a sense of adventure (and good but calm driving skills).
Staying within California is a great choice as well. Big Sur is amazing; also along the coast is San Luis Obispo, and the famous Madonna Inn is there. Their curiously decorated rooms might be fun.
One place that people rarely mention is Morro Bay, a relatively small town also on the California coast. It's a very quaint, lovely place and not especially over-run with tourists. Depending on the time of year, this could be a delightful, very romantic spot, and it would certainly appeal to a budget minded traveler.

If you are planning on staying local (California) then go to Santa Barbara. Have bed and breakfast in Monterey and enjoy the sweeping views of the ocean.
Travel up north to Big Sur and get closer to mother nature as you get even closer with your loved one.
There is a stretch of bluffs and beaches along Highway 1 where you can feel paradise. That's where you get off, hold hands and walk your way down. Don't be afraid to bond with your surroundings, no one is looking... so you can run around in the sand chasing each other like a couple in love.

Depending on what time of year you are getting married, Catalina Island can be a nice, romantic place for a honeymoon. There are some nice little hotels, swimming, shopping, touring the island, etc. and it is not too expensive (all things considered). Anytime from April to October is nice weather and pleasant seas.

Yeah, if you want to go local, then Santa Barbara or Big Sur is nice. If you're willing to spend more money on airfare, fly to Maui. It's much closer than Paris or the Carribean, and easier too because it's not international.

I really love the Crescent City area - you've got the ocean, Redwoods, golfing, Hwy 101 and the "Banana Belt" in southern OR, where temperatures are usually warm and balmy.

Drive north to the Oregon coast; or perhaps try Central Oregon. Gets you out of state and seeing some new country as well.
Good luck with your marriage and congratulations! After 24 yrs, I'd HATE to be single again.
