Check the meaning of discretion first then you will be knowing the 'police discretion'.
Discretion may mean to act in a discreet or prudent manner (as in the proverb "discretion is the better part of valour"), or it may refer to the ability to act or make a decision according to one's own choice within certain bounds. Those in a position of power are most often able to exercise discretion as to how they will apply or exercise that power.
In the criminal justice system, police, prosecutors and judges, are often able to exercise a degree of discretion in deciding who will be subject to criminal penalties and how they will be punished. For example, the police officer may decide whom to formally charge with an offense. For a traffic violation, a police officer may simply issue a warning. A prosecutor may pursue different charges against the members of a group of suspects. Plea bargaining also plays a major role in determining charges.
The exercise of discretion by judges is an inherent aspect of judicial independence under the doctrine of the separation of powers. The standard of review applied to appeals from decisions involving the exercise of judicial discretion is "abuse of discretion".

Officer discretion is pretty much the individual officer's decision in how they're going to handle a situation. Obviously some things there is no discretion, where I worked, a felony situation you will make an arrest. If it's a misdemeanor, the officer has the discretion to make a physical arrest, or do a notice to appear, or possibly even a verbal warning depending on the situation. It's usually up to each individual agency on their policies of officer discretion.

For a police officer, it is called field discretion. Right or wrong, it allows an officer to make a decision in resolving a situation that is not necessarily "by the book" - giving a verbal warning instead of a ticket, issuing a summons in lieu of making an arrest, etc. It can be a good thing, especially if you are on the receiving end of a positive decision, but the problem is that it is arbitrary and subjective.

Now for all or mostly the majority of those power tripen miss led brain washed pieces of **** that have been placed amoungest us like wolves in a sheeps pen to destroy the family unit as a whole by ripping the children from the grand mothers armsat the same time placeing a teddy bear in childs hands while ripping the family apart and ripping there rights away by labeling them a fellon as they procede forward to the next home ......look around open your eyes people its happening as i type .this to you.good luck people. i know i feel better telling my truth i hope you will to. Oh and ya that last part was police officers if you where un aware.

Their ability to make a decision. For example if you are stopped for speeding, the policeman man use his discretion and either ticket you or not depending on his judgment or discretion.

officer discretion is comparable to warning tickets (citations that carry no fines or penalties) and hard copies (citations that carry a fine) the officer can issue either. also, officers are expected to be discrete and not print a news letter on cases they are involved in
