It does not really matter what you already have as background, but having a Batchelor degree, a Master or similar will help.
Find a subject for your PhD.
Study it.
Prepare a "Research Project".
Apply to "A" university close to home and ask advices.
If your research project is valid, and if that university deal with such project, they may take you on board.
If your research is a success, then you'll get your PhD.
