Well the obvious answer is restrain them from going into pubs and football matches.
Perhaps they should be sent on compulsary courses to learn what is acceptable behaviour. If they were detained in places to learn this and not be let out until they can demonstrate they were safe it may change some of them taking this route in the first place.
Alteranatively provide everyone with a swipe card that could be used for entery into football matches and pubs or in their case bar them. Unfortunately it rings of ID cards and that is a system that is open to abuse as it was during the world wars and stopped because of abuse in the early 50's

I think every town should have at least one pub where all the hooligans and chavs can go and drink, fight & kill.
That way they will slowly wipe each other out and leave the rest of us to enjoy our beers in relative peace and tranquillity.
The staff can simply be made up of rapists, sex attackers and kiddie fiddlers because nobody would care if they took some abuse for a change.

Education is the key. Check the average hooligan and I bet he never finished his schooling. Also more apprentice programs need to be created to occupy their pub time , you know pubs and football hooliganism go hand in hand.

They should all be allowed into special pubs that show footy and sell loads of booze, as the night goes on they will eventually kill each other, resolving the problem of them kicking off in your favorite pub. Its the only way....

They obviously should be severely punished. But I think there is something lacking in their make-up and perhaps they should be committed to a mental institution . . for life, or until they are mature enough to behave in a responsible manner. But I fear that for some of these pea-brains that will be never.

stop letting them in the pubs! let them act like hooligans at home! because more than half of them wouldnt dare to act like that at home so why should it be ok to do it in public? x
