I would say quality. I am kind of inspired by the way the Germans conduct their research onto German tanks in WW2. They wanted to produce a tank so advanced that it would blast the other allied tanks out of existence. Think, it was the Germans who thought up of making the atomic bomb before the Americans. With such dedication to quality, it is no wonder that they almost won WW2. I mean, don't you wish you can find something so high in quality, something so powerful that it is called the anti-God. No amount of quantity would then be able to stand up to this one quality.

This is a general answer. It depends on Your case and anyway
it is a combination of Quality and Quantity that leads to success.
You must first defince your success (probably according to a feasibility study) then
you have to establish you formula
x quality + y quantity = success
where x and y = from 0.0 to 1.0
