If it is not too much trouble then remove the tweeter from the functional door and try it in the one that doesn't. It is possible for the tweeter to be blown but it is also possible for a capacitor or other component inside an external crossover to be blown. If you do have external crossovers then make sure the attenuating pin or bar is installed in the correct position. Some crossovers have a -3db connection inside the crossover. It could be a jumper pin or a wiring connection internalling if they have this feature.

You say that hardly any sound comes out of the tweeter. If the sound that does come out is clear, just hard to hear, then the tweet isn't burned out. Chances are there are some wiring problems somewhere. If the sound that comes out is nasty, then it may be burned out, but it would be difficult to do so, especially on a standard radio. Try bargaining your way, saying it was defective. They may ask for you to send it in to be examined, and if it is indeed defective, you may be able to get a free replacement.

tweeters blow the easiest of all speakers, so if they're cheap (er) ones, don't be surprised, and if they weren't exactly cheap, just exchange them. if the same thing happens again, change brands, or models of tweeters.

either a bad connection, noise from an electrical wire (make sure if your using an amp to run the amp power cable on the opposite side of your car to keep the noise from the wire from interfering with the sound) or its blown
