That is not a problem at all, if you are in doubt that the other person may not like you...it should not be a hindrance for you in showing your affection to him/her.
If you otherwise enjoy a sweet relation, you can express your feelings through eyes, and small words...and you know when you're in love words come naturally. Yes, if the other person is not reading between the lines, and asks material questions...he/she is not into you.

never just assume. you could lose a chance wondering for the rest of your life. Go up to them yourself ask the person in person and have a real convo with them. Don't take anyone else's words for it as they could be telling lies and not want the two of you to be friends or more.

telling him/her frankly is the best, so u know where u stand fairly quickly. however if u are too scare, try asking him/her to do a favor for u, & see if he/she will bend backward for u, shift their schedule, so they can help is a good sign they have interest in u. ask their friend to ask him/her if they like u but make sure the cat is not out of the bag. ask them for advice on the phone on a subject they know well, see if they spend a good time talking or not.

In an open area where folks of your age, are congregating, such as, Movie, Church, Dance, Picnic, Holiday, etc... Then walk up and say hello. After he responds, mention that you have seen him (you pick where). Then continue, and say your impressed with the way he handles himself, around (you pick who or what). You can add, that what he did was kind, gentle, firm and polite, etc. Good Luck.

You won't know the truth unless you do something about it. Otherwise you're going to think all these things and it turns out to be not what you were thinking. Ask that person out to dinner...ask if he/she wants to grab a bite or grab brunch/coffee.

ask them whats the worst that could happen. they could say no. who cares you are probably better off without them if they aren't interested.
