they dont exactly hang, they just cling to the side of the cage that is at the very top, and i also have a perch thats high enough for them to sleep on

Hanging at the top is common, hanging from the top, well I would have to say you have bats not birds.

Your birds hang from the top of the cage for safety. They try to get as high as possible from the ground so that predators won't get to them easily,this is part of their natural instincts and quite normal.

Do you have swings for them? They like to be high in the cage. But hanging from the top is unusual.

IT IS NORMAL BEHAVIOR IN PARAKEETS AND OTHER PARROTS TO SLEEP THIS WAY. WHY, I AM NOT SURE IF IT HAS TO DO WITH HIDING OR THEY JUST FIND IT MORE COMFORTING TO HANG THAT WAY.
