The purpose of Disk optimization is to optimize the time it takes to read and write files to/from the disk by minimizing head travel time and maximizing the transfer rate. The used techniques include:

Moving all the index or directory information to one spot. Moving this spot into the center of the data, e.g. one third of the way in, so that head travel to data is halved compared to having directory information at the front.
Clustering files around the directory area.
Moving infrequently used files further from the directory area.
Obeying a user provided table of file descriptions to emphasize or ignore.
Making files contigious so that they can be read without unnecessary seeking (defragmentation).

To keep your computer at its maximum speed, you should:

1.From IE, click Tools, Internet Options
delete cookies
delete files (offline files)
clear history (set days to save to 0 if you want)
click o.k., and Restart
2.click Start, Programs, Accessories, System Tools – run Disk Cleanup

Temporarily close Quick Launch:
Right-click on the Taskbar, click Toolbars, deselect Quick Launch

click Start
Programs
Accessories
System Tools

run a Disk Cleanup, Scandisk, and a Defrag

Right-click on the Taskbar and select Quick Launch to restore.

You will be surprised how much this maintenance speeds up your PC.

All these things should be done regularly. The more frequently they are run, the less time they take.

its not just dell. A dik defragmenter cleans up all your disk space to make your computer run faster. It puts all your free space tohether and used space together without them being mixed up each other and trying to read all over the place.

This software physically reorganizes the contents of your hard drive in order to store the pieces of each file close together and in order (contiguously). It also attempts to create large regions of free space using compaction, to impede the return of fragmentation. In simpler terms, it attempts to make your hard drive operate faster and more smoothly. Typically it is recommend that you run a program like this once a month. Some systems that are used for video editing recommend defragmenting on a daily or weekly basis.

All Windows operating systems have a defrag. When you download anything on to a hard drive, the information is kinda like throwing rocks in a whirlpool. It lands everywhere, the defrag bunches it together and puts it in order. I doesn't hurt to do it every couple of months...especially if you download a lot of stuff...

It is not just a Dell thing. It is a Windows operating system thing! Every computer has it. It is essentially a routine maintenance/management item to remove unneeded files and move and compact files to make room and more space on your computer. I would suggest to routinely do it on your computer, especially if you are running low on space or had your computer for awhile.
