I'm sorry buddy this question seems self centered. and poor etiquette. You may consider yourself sexy but it is in the eyes of the beholder. Spare yourself the pain of embarrassment. and the beholder the pain of having to judge.

Well It would all depends on the situation when you used the word Public. If you are in the City, it would only be sensible to be dressed appropriately. I mean if you are hot and sexy, no matter what you wear, you would still looked Hot and irresistible.
Besides in some countries of Asia, it is deemed as indecent exposure despite the fact you are only semi naked. So it would be wise to be sure of the rules and regulations especially when travelling abroad.
But of course if you are at the beach, feel free to be shirtless and be an eye candy to the ladies.

If you must, but it would be more appropriate if you wore a button down shirt, and left the three top buttons open. Therefore you are inviting without being improper. Let the other person work for it, and want, without showing your easy and need.

It would be poor etiquette. Etiquette is the art of avoiding offense. Not everyone thinks you are all that you think you are. Even if they did, they likely would wish to choose WHEN and WHERE to see the naked body. The rest of us prefer not to see it for a variety of reasons.
