When a couple gets married they start a new branch of a family so that means in my opinion that with or without babies, they are a family

I think the married couple should count as a family. They are, after all a separate entity within the extended family.

To be a family it need not even be a husband and wife. Family is anyone who lives in the same home. Also people are family even when they are not in the same home, example... brothers, sisters, parents, cousins etc....
so no they do not need children.

Family is when your a couple or related. Think about when your in the hospital in ICU and they say family only can go in. Don't you think of yourself as family then if your the spouse.
