Goodness Gracious, no it is not is this an example you want to rub off on to another generation. Please do not do that bend at the knees or wear something down to the knees. You can see several women agree with this before I wrote and only a couple of rude answers saying to do it. Please do not do that. Kudos.

A basic rule with skirts is if you cannot bend over and touch the floor without showing your underwear then the skirt is too short. It's not just about decency, it's about taking pride in oneself.

That would be up to the "bearer" as you call it. I wear micromini skirts and 5" stilettos on date nights out with my hubby but I am careful not to give anyone but him a shot like you describe.
If you see a lady like this, enjoy it but don't say anything to her.
Just enjoy the view!

Not unless you're a hooker but then they might not wear any underwear at all . There's a horrible picture of Lindsay Lohan floating around where you can see up her skirt and no underwear. I really hope it's fake.

Well... while I think that people should wear whatever they want to, I still think that ubermini skirts are horrible. More often than not, they're just plain obscene (not to mention tacky). It's sexier to leave some things to the imagination.

short skirts aren't the problem the wearer needs to learn how to bend in a more lady like fashion. she should try bending at knees and keeping back straight/vertical rather than bending right over gross!

No, ick. No one wants to see that. That is not considered sexy, it is considered sluttish, and you may get sited for indecent exposure (depending on the type of underwear you wear).
